To deliver on its mission 'To be the Most Liveable Community', the Council has identified key actions through community consultation for the next three years and are contained within the Corporate Plan 2006 - 2009.

Equality
The Council is committed to ensuring that it works to provide equality of opportunity for all throughout the Borough. As part of this commitment continuous review and consultation with the public is important.
The Council is committed to Section 75 of the Northern Ireland Act 1998. Complementary to this is the Council's commitment to the Race Relations (Northern Ireland) Order 1997 (as amended 2003) which outlaws racial discrimination. This includes indirect discrimination as well as direct discrimination and covers goods, facilities and services.
The Council fully endorses the Human Rights Act 1998 which incorporated the European Convention on Human Rights into domestic law and binds state bodies on matters including the prohibition of inhuman and degrading treatment.

Review of Public Administration (RPA)
The Review of Public Administration of Northern Ireland (RPA) was launched in June 2002 as an initiative by Government to reform public administration and services in Northern Ireland.
As a result of RPA, it is proposed in the '7 model' that Dungannon Council will merge with Fermanagh, Omagh and Cookstown Councils to form the West Council.
Dungannon & South Tyrone Borough Council is positioning Dungannon as the location for the new administration centre for the West Council. It is the most strategic location in terms of access to each of the four areas and to other parts of Northern Ireland. It also provides for a location based on efficiency, effectiveness and equality.
