Recruitment & Selection

Human Resources manage the recruitment and selection process for all job vacancies in accordance with the Local Government Staff Commission's procedures. Job vacancies are widely advertised both locally and regionally depending on the level of the post, via the Job Centre online and through the Council website.

Learning & Development

The Human Resources Division in advisory role supports the training, learning and development of all employees.
The fundamental aim of learning and development is to help the organisation achieve its purpose by adding value to its key resource - the people it employs. Learning means investing in people to enable them to perform better and to empower them to make the best use of their natural abilities.

The Council is currently committed to achieving the Investors in People standard.

Terms and Conditions of Employment

Employees of the Council are employed under National Joint Council for Local Government Services - National Agreement on Pay and Conditions of Service. These cover a range of areas such as annual leave, hours of work, pay, health and safety, maternity scheme, sickness scheme, part-time employees, car allowances, disciplinary and grievance procedures.

Employee Relations

The Council consults with employees through the Joint Management Staff Consultative Committee (JMSCC), which meets on a quarterly basis and represents both management and employees. Three Trade Unions are recognised by the Council namely GMB, NIPSA and UCATT.
The Council also consults with employees who are not members of a trade union through the Employee Consultative Group (ECG), which also meets on a quarterly basis.

Employee Pay and Benefits

Employees are paid in accordance with the National Agreement on Pay and Conditions of Service. All employees are eligible to join the occupational pension scheme administered by NILGOSC. Employees contribute 6% of gross pay and the Council contributes 4.6% of gross pay. Minimum annual leave entitlement is 20 days plus 12 statutory holiday days based on full time working. Basic entitlement is increased after 5 and 10 years service to 25 and 28 days respectively.

Employee Welfare

The Council wishes to achieve a balanced approach towards protecting and enhancing the interests and well-being of all of the Council's employees. To implement this aim the Council has introduced a new policy on managing attendance. Further plans involve the provision of an independent confidential 24-hour telephone counselling service, which employees can access for personal or work related issues. Good health of employees is also promoted through subsidised sports and leisure facilities.

Health & Safety

Each Division consults with the Health & Safety Officer on methods of preventing accidents and controlling risks. Accidents will be investigated by each Division in conjunction with the Health and Safety Officer.

Performance Management

Performance Management provides an internal consultancy service to assist Council departments and teams in analysing their performance management, operational requirements and business needs.

Performance Management is essentially utilising good management practice it is not a system or a technique. Performance Management can be defined as a strategic and integrated approach to delivering success to organisations by improving the performance of the people who work in them by developing the capabilities of teams and individual contributors. It is about clear objectives, how progress on objectives will be measured, agreeing on specific actions to achieve objectives, implementing these and reviewing the result or impact. Performance management also focuses on learning from problems, challenges, successes and identifying reasons for the shortfall in performance management offers solutions in a structured framework, and this consists of a number of steps:-

1. Having the right ambitions and the right targets (what we want to do)
2. Having the right processes, people and talents in place to assure our delivery of them (how we intend to do it)
3. Having the right measurement set (how well we are doing)
4. Having the right way forward (what we should do next)

S.E.E.K. Programme (Skills, Education, Employment & Knowledge)

The Council is lead partner in the S.E.E.K project with South West College and Coalisland Training Services, partly funded by D.E.L and the European Social Fund.

The purpose of the 'S.E.E.K' project is to increase the supply of skilled, educated, knowledge workers in our economy and help them gain sustained employment by providing training opportunities/skills development for approximately 48 unemployed women over a 3 year period. Modules on offer include:- Customer Service, I.T. (CLAIT/ECDL), Team Leading (Level 2), First Line Management (Level 3), Text/Word Processing, Sage Accounts, E.S.O.L, Essential Skills, Pre-Enterprise Business Ideas and Effective Project Management and the softer skills of:- Developing yourself/confidence, Communicating Effectively, Improving Presentation Skills, Managing your time/stress, Setting Personal & Professional Goals and Building on Personal Development Plans.

The project adds value to current government provision in that it will be flexible allowing the women to choose between qualifications/skills that most suit their interests. There will be a core group of 12 women on each programme over a 3 year period, with some females choosing to take 1 - 4 options, (e.g. those who feel they cannot commit to the whole programme, e.g. - lone parents, less confident, disabled, migrant women, females joining from Pathways to Work, etc.). There will be a maximum of 16 in each training session.

Learning from each other will be encouraged as the group will consist of a mix of ages and abilities, also the mix of community/religious backgrounds and migrants/ethnic minorities will add to the group dynamics and promote cultural awareness and diversity.
