Recruitment & Selection
Human Resources manage the recruitment and selection process for all job vacancies in accordance with the Local Government Staff Commission's procedures. Job vacancies are widely advertised both locally and regionally depending on the level of the post, via the Job Centre online and through the Council website.

Learning & Development

The Human Resources Division in advisory role supports the training, learning and development of all employees.
The fundamental aim of learning and development is to help the organisation achieve its purpose by adding value to its key resource - the people it employs. Learning means investing in people to enable them to perform better and to empower them to make the best use of their natural abilities.

The Council is currently committed to achieving the Investors in People standard.

Terms and Conditions of Employment

Employees of the Council are employed under National Joint Council for Local Government Services - National Agreement on Pay and Conditions of Service. These cover a range of areas such as annual leave, hours of work, pay, health and safety, maternity scheme, sickness scheme, part-time employees, car allowances, disciplinary and grievance procedures.

Employee Relations

The Council consults with employees through the Joint Management Staff Consultative Committee (JMSCC), which meets on a quarterly basis and represents both management and employees. Three Trade Unions are recognised by the Council namely GMB, NIPSA and UCATT.
The Council also consults with employees who are not members of a trade union through the Employee Consultative Group (ECG), which also meets on a quarterly basis.

Employee Pay and Benefits

Employees are paid in accordance with the National Agreement on Pay and Conditions of Service. All employees are eligible to join the occupational pension scheme administered by NILGOSC. Employees contribute 6% of gross pay and the Council contributes 4.6% of gross pay. Minimum annual leave entitlement is 20 days plus 12 statutory holiday days based on full time working. Basic entitlement is increased after 5 and 10 years service to 25 and 28 days respectively.

Employee Welfare

The Council wishes to achieve a balanced approach towards protecting and enhancing the interests and well-being of all of the Council's employees. To implement this aim the Council has introduced a new policy on managing attendance. Further plans involve the provision of an independent confidential 24-hour telephone counselling service, which employees can access for personal or work related issues. Good health of employees is also promoted through subsidised sports and leisure facilities.

Health & Safety

Each Division consults with the Health & Safety Officer on methods of preventing accidents and controlling risks. Accidents will be investigated by each Division in conjunction with the Health and Safety Officer.

New Deal

Dungannon & South Tyrone Borough Council is the lead partner in a consortium of local organisations, which have been chosen by the Department for Employment & Learning to deliver various training and options under New Deal. The local providers include Coalisland Training Services, Coalisland Heritage Trust, Dungannon & South Tyrone Borough Council, East Tyrone College, GROW Training & Development, Irish World and Wade Training.

New Deal is aimed at helping the unemployed back to work by providing individuals with the skills and experience necessary to obtain employment. The providers deliver the Education & Training, Voluntary, Environmental Task Force and Preparation for Employment options of New Deal to both the 18-24 and 25+ and 50+ age groups.

Dungannon New Deal Consortium has also been involved in numerous Wider Horizons Programmes to U.S.A, Canada and Spain and Leonardo Da Vinci Programme to Germany/Poland. The Consortium has also worked in partnership with Mohill Enterprise Centre, Co Leitrim to deliver a Hospitality Programme (Peace 11 funded) and is currently running a Retail/Customer Service Programme in conjunction with Monaghan Chamber of Commerce & Industry.

The Retail programme is a free training programme for women from the Dungannon and Monaghan areas. Funded by Peace 2, this programme is managed by the New Deal Consortium in partnership with Monaghan Chamber of Commerce and Industry. It is a unique opportunity for women employed in the Retail/Customer Service Sectors or women who would like to become employed in these sectors to avail of the opportunity to increase their skills and improve their employability.
