Registration of Births

Why register a birth?

It is a legal requirement that you must register your baby's birth within 42 days of the date of birth. You will require proof of birth for various purposes, for example, to claim Child Benefit, register your baby with a Doctor or to enrol at a primary school.

Who can register a Birth?

The mother or father of the baby can register the birth (if they are a married couple). However, in the case of a child born outside marriage, the father's name may be recorded in the entry if both parents attend and sign the registration form together.

If neither parent can register the birth, any of the people listed below may do so:

  • A grandparent, aunt or uncle of the baby who has knowledge of the birth
  • The occupier of the premises in which the baby was born
  • Any person present at the birth
  • Any person having charge of the child

Where can you register a Birth?

In the Registrar's Office in the district where the birth took place or in the district where the mother normally resides.

What will the registrar give you?

When the Registration is complete, the following forms will be issued to the parents:

  • One free short birth certificate at the time of registration
  • HS123 infant registration form to register with the Family Doctor to obtain a medical card

Further copies may be purchased from the Registrar at the time of Registration and up to one month after Registration at £6.00. Short/Full Certificates cost £12.00 one month after Registration.

Registration of Deaths

Why register a death?

By law, all deaths occurring in Northern Ireland are required to be registered.

A death should be registered as soon as possible to allow funeral arrangements to go ahead but no later than five days from the date of death except where the death has been referred to the Coroner.

What you need to register a Death?

The person registering the death must produce a Medical Certificate signed by a doctor confirming cause of death. The doctor has to have treated the deceased in some manner within a 28 day period prior to death.

If a doctor has not seen the deceased within this period or where there is doubt as to whether or not the death has been due to natural causes, the case would have to be referred to the Coroner's Office.

Who can register a Death?

  • Any relative of the deceased who has knowledge and proof of the details of death
  • A person present at death
  • The executor or administrator of the deceased's estate
  • The governor, matron, superintendent or Chief Officer of the building where the death occurred
  • A person finding the body
  • A person living in and responsible for a house, lodgings or apartments where the death occurred
  • A person taking charge of the body
  • A person taking care of the funeral arrangements

Where can you register a Death?

In the Registrar's Office in the district where the death took place or in the district where the deceased resided.

What will the registrar give you?

When the Registration is complete, the following forms will be issued:

  • One free certificate for the purposes of Social Security

Further copies may be purchased from the Registrar at the time of Registration and up to one month after Registration at £6.00. Short/Full Certificates cost £12.00 one month after Registration.
