Regional Rate
The Regional Rate is set by central government and is the same for all 26 Councils in the Province.The Regional Rate for 2004/2005 is:-
- Domestic Regional Rate 152.78p
- Non-Domestic Regional Rate 26.40p
District Rate
The District Rate is fixed by each Council to meet its own net expenditure. To do this a Council on a annual basis estimates the costs of its services and facilities, adjusts for any grant due from central government and the balancing figure is what is needed to be raised from rates. Dungannon & South Tyrone Borough Council’s District Rate for 2004/2005 is:-
- Domestic District Rate120.88p
- Non-Domestic Rate 15.47p
Individual rate bills are calculated by multiplying the property’s Net Annual Value (NAV) by the Regional and District Rate as listed above.

Rates are a property-based tax designed to raise revenue to make a contribution towards the cost of local services within Northern Ireland. They are based on the rental value of properties of households and businesses. A ratepayer’s bill in Northern Ireland consists of two elements:-
- A District Rate
- A Regional Rate

Regional Rate
The money raised from the Regional Rates is used to contribute to the cost of providing a range of services. These include:-Education, Housing,Personal Social Services, Water and Sewerage,(this list in not conclusive).
District Rate
This money is used for fund services provided by the local council. These include:-Refuge Collection, Horticulture,Street Cleansing, Ground Maintenance,Public Conveniences, Sports and Leisure Facilities, Parks and Recreation Grounds,Disability Arts, Tourism, Building Control,Environmental Health.

A. The Regional and District Rates are both collected by the Rate Collection Agency. The product of the District rate is paid over to each Council while the product of the Regional Rate support expenditure by the Government departments.
